Since November 2017, the issuance of the registration certificate has been fully digitized in France. Prefecture counters no longer process these requests. Two options remain: go through the ANTS website or entrust the process to a professional authorized in the Vehicle Registration System (SIV).
Norauto is one of these service providers authorized by the Ministry of the Interior, allowing it to submit a file directly into the SIV without the applicant needing to create an ANTS account.

SIV Authorization and Traceability of Supporting Documents
An auto center that offers a registration certificate service does not do so on its own initiative. Authorization to the SIV is granted by the prefectures and imposes specific obligations. Norauto, as an authorized professional in the SIV, accesses the same database as the administration.
At the end of 2023, the Charter regarding the authorization of automotive professionals in the SIV was updated by the Ministry of the Interior. Since 2024, prefectures have been more strictly controlling the storage and traceability of supporting documents submitted online: duration of storage for scans, security of files, limited access to authorized personnel. Several prefectures (including Nord) have communicated this enhanced requirement.

This point deserves attention. When a document is entrusted to an intermediary, its protection depends on the provider’s infrastructure. Knowing that this infrastructure is audited by the prefectures allows for the submission of a file with the certainty that the procedure complies with a verifiable regulatory framework, not just a commercial promise.
The process of online registration certificate at Norauto is therefore based on this legal foundation, identical to that of any other authorized provider, but backed by the physical network of auto centers present throughout the territory.

Norauto Registration Process: Documents and Service Scope
The registration certificate service offered by Norauto mainly covers the change of ownership of the registration certificate. When purchasing a used vehicle, this is the most common procedure. Some operations such as change of address or duplicate are not systematically offered at all centers.
The list of documents to provide follows national regulations. No authorized center can require less (or more) than what the administration stipulates:
- The old registration certificate (carte grise) crossed out, dated, and signed by the seller, or a situation certificate in case of loss
- A proof of residence less than six months old, a valid identity document, and the Cerfa form for the registration certificate request
- The transfer certificate (Cerfa 15776), the current technical inspection report for a vehicle over four years old, and a signed registration mandate authorizing Norauto to act on behalf of the applicant
This mandate is the document that distinguishes the process via a professional from the direct process on ANTS. By signing it, the applicant authorizes Norauto to enter the information into the SIV and to transmit the scanned documents.
Input Errors: A Documented Risk
Several consumer associations, including UFC-Que Choisir, have reported since 2023 an increase in disputes related to input errors during digitized registration certificate processes carried out by intermediaries. The most common errors concern the address, the spelling of the name, or the type of energy of the vehicle.
Checking each piece of information before signing the mandate is not generic advice: it is the only step where the applicant still controls what will be submitted to the administration. Once the file is sent to the SIV, any correction requires a new process.
Tracking Registration Certificate Files via FranceConnect after Submission at Norauto
A rarely discussed aspect concerns visibility on the progress of the file once submitted to a provider. The ANTS has deployed in 2023-2024 a more detailed file tracking service, accessible even when the request has been submitted by an authorized professional.
By connecting via FranceConnect on the ANTS website, the applicant can check three stages: “Submitted”, “Under Review”, and “Completed”. This tracking works independently of the channel used to submit the request. The practical sheet “Track my registration certificate request” on service-public.fr explicitly mentions this.
This system offers a guarantee that the provider cannot always provide themselves: a direct confirmation from the administration that the file is progressing. In case of a blockage, the applicant thus has an independent point of contact to follow up on the procedure without solely relying on the Norauto center.

Payment in Installments and Actual Cost of the Norauto Registration Certificate
Norauto offers installment payment for the registration certificate, which differentiates it from the direct process via ANTS where the total amount is debited at once. This payment convenience covers all fees: regional tax, management fee, and delivery fee.
The total cost of a registration certificate depends on the number of fiscal horsepower of the vehicle and the unit rate set by each region. Norauto does not modify these taxes. The price difference compared to an ANTS process is limited to the service fees charged by the provider for data entry, verification, and submission of the file.
Before confirming, comparing the total amount displayed (taxes plus service fees) with the simulator available on the ANTS website allows for precise measurement of the additional cost related to intermediation. This additional cost compensates for the verification of documents, data entry into the SIV, and the sending of the provisional registration certificate.
The final registration certificate is then sent by the Imprimerie Nationale to the holder’s home, regardless of the channel used for the request. The provisional registration certificate provided by Norauto allows circulation for one month while waiting for the final registration certificate.
Registering a vehicle via a Norauto center remains a process governed by the same texts as the direct ANTS procedure. The difference lies in the delegation of data entry, installment payment, and the possibility of submitting one’s file in a physical location. Tracking via FranceConnect ensures transparency that the applicant maintains from start to finish, without relinquishing control over the progress of their file.
